INTRODUCTION
Buikwe District Local Government Water sector consists of two directorates (Rural and Urban Water). The rural directorate includes the four sub-counties of Najja, Ngogwe, Buikwe Rural, and Ssi-Bukunja. The urban directorate includes the municipalities of Njeru and Lugazi as well as the three town councils of Buikwe and Nkokonjeru.
The sector has been blessed with support mainly from the Embassy of Iceland and World Vision with other supporting partners such as Africa Water Solutions, Uganda Sanitation for Health, International Need, National Water Lugazi & Njeru area, and others including direct funding under the Ministry of Water and Environment.
The District's safe water access stands at 64% with (rural 77% and Urban 36%). The sanitation access stands at 78% general though basic sanitation access stands at 32% (A latrine with a washable floor, superstructure, shutter, roof and not shared).
SECTOR VISION
Sound management and sustainable utilization of Water and Environment resources for the betterment of the population of Buikwe District.
SECTOR MANDATE
· To promote access to safe and clean water, through the construction of new water infrastructure and rehabilitation of existing sources in a sustainable manner.
· Construct sanitary infrastructure and Promote hygiene outreach and information dissemination to rural and urban areas respectively.
SECTOR OBJECTIVES
· To ensure water and sanitation facilities are established, utilized, and managed with increased user participation in the entire process of planning, construction, use and sustainability (operation and maintenance).
· Provision of clean and safe water to rural communities and Rural Growth Centres to at least 80% by the end of 2021/2022 FY.
· Promotion of sanitation through hygienic use of water and sanitation facilities.
· Promotion of functionality of water and sanitation facilities through community-based management systems.

So far, we have achieved 360 households connected. All systems are operational apart from Namabere though the Kikondo production well is down due to silting. Re-drilling of the same is planned for February 2022. |
Challenges:
· There is no funding for routine monitoring of WASH facilities by sub-counties, especially after interventions by the district. Sub counties should facilitate H/As & CDOs to ensure proper management of these facilities in their respective Sub Counties.
· There is a general lack of commitment from communities where they can't even fence a new borehole provided to them unless they are coerced. This generally has led to a high rate of breakdowns of facilities. Yet, there is no emergency fund to address daily/routine breakdowns.
· Policy limitations on the repair of water sources in Urban Divisions as NWSC are unable to repair.
· Vandalism of Water facilities has increased, and the involvement of Police is so limited in these cases.
· Land policy issues for water infrastructure are becoming a challenge (Communal contribution Vs Buying).
· Lack of sector transport vehicle for effective monitoring and supervision of water activities within the District
